Rendering a service
for booking in the electronic queue system the time of entry of vehicles to a road border entry point across the state border of the Republic of Belarus.

Section 1. General Provisions


1.1. Regulation on rendering a service for booking in the electronic queue system the time of entry of vehicles to a road border entry point across the state border of the Republic of Belarus (hereinafter, the Regulation) has been prepared in accordance with the Decree of the President of the Republic of Belarus No.305 "On the electronic queue system for vehicles at entry points" dated July 02, 2015, the Resolution of the Council of Ministers of the Republic of Belarus No.1130 "On the electronic queue system for vehicles at entry points and ensuring border security" dated December 31, 2015.

1.2. The terms used in this Regulation shall be applied in the meanings defined by the Regulation on the procedure for operation of the electronic vehicle queue system for entry into road entry points across the state border of the Republic of Belarus, booking the time of entry of vehicles into these road entry points, as well as the operation of the waiting areas.

1.3. The Regulation shall be an integral part of the contract of rendering a service for booking in the electronic queue system the time of entry of vehicles to a road border entry point across the state border of the Republic of Belarus (hereinafter, the Contract).

1.4. Beltamozhservice RUE renders an e-booking service to legal entities under the Contract upon its execution (signing by authorized representatives of the Parties).

1.5. The e-booking service is rendered for a fee on a 100% prepaid basis.

1.6. The e-booking service fee is defined by the Resolution of the Council of Ministers of the Republic of Belarus No.1130 "On the electronic queue system for vehicles at entry points and ensuring border security" dated December 31, 2015 and amounts to one basic amount for each vehicle.

1.7. The e-booking service fee shall be charged to the vehicle owner for each vehicle.

1.8. An individual/legal entity shall book the time of entry into an entry point via website of Beltamozhservice RUP www.belarusborder.by on the Internet (hereinafter, the website www.belarusborder.by).

1.9. The e-booking service is available only to the authorized users. For authorization, it is necessary to register on the website www.belarusborder.by service and obtain credentials to log in to the personal account.


Section 2. Rendering a service to legal entities


2.1. To be registered, the application shall be filled in.

2.2. Upon filling in the application for registration of a legal entity, it shall be sent to the executive official of Beltamozhservice RUE for consideration.

2.3. The result of the application consideration shall be communicated to the e-mail address of the contact person specified in the application. If the response is positive, the login and password for authorization shall also be provided to the contact person.

2.4. Authorization within the service is possible only after the application approval by the executive official of Beltamozhservice RUE.

2.5. To enter into the Contract, the representative of a legal entity shall log in to the account and print out two copies of the contract using "Print contract" function available in "Legal entity" unit of the section "My profile".

2.6. A legal entity that is a resident of the Republic of Belarus shall send two signed copies of the Contract, a copy of the certificate of state registration of a legal entity, a copy of the document confirming the representative's power to enter into the Contract to the address of Beltamozhservice RUE specified on the website www.belarusborder.by (the copies shall be signed and sealed (if possible) by a legal entity).

A legal entity that is not a resident of the Republic of Belarus shall send two signed copies of the Contract, a legalized extract from the trade register of the country of incorporation, or other similar evidence of legal status of the organization in accordance with the legislation of the country of its incorporation, or notarized copies of the above documents (translated into Russian), a copy of the document confirming the entity's power to enter into the Contract signed by authorized representative and sealed by a legal entity (translated into Russian) to the address of Beltamozhservice RUE specified on the website www.belarusborder.by.

2.7. Upon receiving the original Contract signed by the user, the executive official of Beltamozhservice RUE shall ensure signing of the Contract by Beltamozhservice RUE and sending of the original contract signed by the parties (the user's copy) to the address of a legal entity.

2.8. Upon receiving an advance payment (in Belarusian rubles by bank transfer of funds from the account of a legal entity (non-resident of the Republic of Belarus) to the account of Beltamozhservice RUE), a legal entity may perform e-booking. The names of the banks through which the non-residents of the Republic of Belarus may transfer funds are indicated on www.belarusborder.by.

2.9. After logging in to the service, the representative of a legal entity may add other users from the employees of this legal entity. When adding users, they are assigned the "Administrator" or "User" status.

2.10. For booking in the electronic queue system the time of entry of a vehicle to a road entry point, it is necessary to go to "Book" tab in the user's personal account.

2.11. The user may book the time of entry into the entry point 40 full days in advance but no later than one (1) hour before the expected time.

2.12. When booking, the user shall choose the road entry point across the state border of the Republic of Belarus, the date and free expected time period of one hour during which it intends to enter the entry point.

2.13. Prior to booking, the user may save vehicle data in the user’s account and then use them when booking time for entry into the entry point.

2.14. All representatives of the same legal entity have a common user profile (except for the section "Personal data") and may use profile data when booking the time of entry into the entry point.

2.15. For representatives of legal entities having a "User" status within the service, only the "Personal data" section is available in the profile for editing.

2.16. Representatives of a legal entity having a "User" status may work only with bookings made by them.

2.17. For representatives of a legal entity having an "Administrator" status, all bookings made by the employees of this legal entity are available.

2.18. The preliminary booking may be amended not later than one (1) hour before the start of the booked interval.

When amending the booking, it is allowed to change once the time/date of entry into the entry point.

2.19. The entry point as well as the vehicle data may not be changed.

2.20. The booking shall be made within 30 minutes.

2.21. After the booking is made, the booking information shall be sent to the e-mail address of a legal entity indicated in the booking service, specifying the booking number, the time of booking creation, entry point, booked entry time and vehicle data.

2.22. If the booking date/time is changed, the previous booking interval shall become available and opened for booking by users.

2.23. In case of booking cancellation, the booked interval shall become available and opened for booking by users.

2.24. After booking cancellation (refusal before payment, late payment), it is impossible to pay for the service using the booking number specified in the booking information sent to the user's e-mail address.

2.25. In case of cancellation of the booking of time of entry into the entry point by a legal entity at its own initiative (at the initiative of its registered and authorized users), the funds shall not be returned to a legal entity.

2.26. The funds for e-booking service payment shall be returned upon a written application of a legal entity only in case of booking cancellation due to failure of the software or the hardware that ensure the operation of the electronic queue system, and consequent inability to render the e-booking service.

2.27. The vehicle shall enter the entry point from the waiting area.

2.28. The vehicle shall arrive at the waiting area before the booked interval.

2.29. Upon arrival at the waiting area, the vehicle shall be registered by the authorized person of the waiting area operator in the electronic queue system in line with the booking time.

2.30. The registered vehicle shall be deployed in the waiting area on free places or those defined by the waiting area operator and equipped for vehicles parking.

2.31. The calling of the vehicle for leaving the waiting area and entry into the entry point shall be carried out by the authorized person of the waiting area operator in accordance with the priority established by the electronic queue system.

2.32. Information on calling the vehicle shall be displayed on the major panel as well as on the technical means in the waiting area.

2.33. In order to ensure the operation of the electronic queue system, Beltamozhservice RUE may collect, store, and use information on the vehicles and individuals crossing the state border of the Republic of Belarus, such as:

surname, given name, patronymic (if any), phone number, e-mail address of the vehicle owner;

name of an entry point which is intended to be entered into using the electronic queue system, and the time of using this system;

the amount of payment for booking of the time of entry of the vehicle into an entry point in the electronic queue system.

2.34. Beltamozhservice RUE may not disclose data received as a result of ensuring the operation of the electronic queue system, except for cases provided for by the legislation of the Republic of Belarus.

2.35. By entering into the Contract, a legal entity gives its consent to collect, store, and process the data for the operation of the electronic queue system.

2.36. Beltamozhservice RUE shall not be liable for untimely entry of the specific vehicle into the entry point due to circumstances beyond its control.


Section 3. Rendering a service to legal entities under the terms and conditions of a public offer


3.1. Entering into the Contract shall be carried out by joining the Customer to the Contract, i.e. by accepting the terms and conditions of the Contract as a whole, excluding any conditions, exceptions and reservations (article 398 of the Civil Code of the Republic of Belarus).

3.2. Upon receiving an advance payment (in Belarusian rubles by bank transfer of funds from the account of a legal entity to the account of Beltamozhservice RUE), a legal entity may perform e-booking.

3.3. After logging in to the personal account, the representative of a legal entity may add other users from the employees of this legal entity. When adding users, they are assigned the "Administrator" or "User" status.

3.4. For booking in the electronic queue system the time of entry of a vehicle to a road entry point, it is necessary to go to "Book" tab in the user's personal account.

3.28. Beltamozhservice RUE may not disclose data received as a result of ensuring the operation of the electronic queue system, except for cases provided for by the legislation of the Republic of Belarus.

3.29. By entering into the Contract, a legal entity gives its consent to collect, store, and process the data for the operation of the electronic queue system.

3.30. Beltamozhservice RUE shall not be liable for untimely entry of the specific vehicle into the entry point due to circumstances beyond its control.


Section 4. Rendering a service to individuals under the terms and conditions of a public offer


4.1. Entering into the Contract shall be carried out by joining the Customer to the Contract, i.e. by accepting the terms and conditions of the Contract as a whole, excluding any conditions, exceptions and reservations.

4.2. In case of acceptance of the terms of the Contract, it is necessary to mark "Agree with the terms of the Contract". The fact of acceptance of the terms and conditions of the Contract shall be the payment for the e-booking service.

In case of non-acceptance of the terms and conditions of the Contract, the e-booking service shall not be rendered.

4.3. For booking in the electronic queue system the time of entry of a vehicle to a road entry point, it is necessary to go to "Book" tab in the user's personal account.

4.4. The user may book the time of entry into the entry point 40 full days in advance but no later than one (1) hour before the expected time.

4.5. When booking, the user shall choose the road entry point across the state border of the Republic of Belarus, the date and free expected time period of one hour during which it intends to enter the entry point.

4.6. When booking, the user shall indicate data on the vehicle (by that, the individual confirms the validity of the specified data and that he/she is the vehicle owner).

4.7. Prior to booking, the user may save vehicle data in the user’s account and then use them when booking time for entry into the entry point.

4.8. The preliminary booking may be amended not later than one (1) hour before the start of the booked interval.

When amending the booking, it is allowed to change once the time/date of entry into the entry point.

4.9. The entry point as well as the vehicle data may not be changed.

4.10. Users registered as individuals may make only one booking per day.

4.11. The booking shall be made within 30 minutes.

4.12. After the booking is made, the booking information shall be sent to the e-mail address of an individual indicated in the booking service, specifying the booking number, the time of booking creation, entry point, booked entry time and vehicle data.

4.13. After receiving booking information, it is necessary to pay for the booking service.

The service shall be paid using the booking number via the Automated Information System of the Single Settlement and Information Space (AIS ERIP) or WebPay payment system.

The booking service shall be paid no later than 60 minutes after booking. In case of non-payment for the service within 60 minutes, the time booking shall be canceled.

4.14. If the booking date/time is changed, the previous booking interval shall become available and opened for booking by users.

4.15. In case of booking cancellation, the booked interval shall become available and opened for booking by users.

4.16. After booking cancellation (refusal before payment, late payment), it is impossible to pay for the service using the booking number specified in the booking information sent to the user's e-mail address.

4.17. In case of cancellation of the booking of time of entry into the entry point by an individual at his/her own initiative, the funds shall not be returned to an individual.

4.18. The funds for e-booking service payment shall be returned upon a written application of an individual only in case of booking cancellation due to failure of the software or the hardware that ensure the operation of the electronic queue system, and consequent inability to render the e-booking service.

4.19. The vehicle shall enter the entry point from the waiting area.

4.20. The vehicle shall arrive at the waiting area before the booked interval.

4.21. Upon arrival at the waiting area, the vehicle shall be registered by the authorized person of the waiting area operator in the electronic queue system in line with the booking time.

4.22. The registered vehicle shall be deployed in the waiting area on free places or those defined by the waiting area operator and equipped for vehicles parking.

4.23. The calling of the vehicle for leaving the waiting area and entry into the entry point shall be carried out by the authorized person of the waiting area operator in accordance with the priority established by the electronic queue system.

4.24. Information on calling the vehicle shall be displayed on the major panel as well as on the technical means in the waiting area.

4.25. In order to ensure the operation of the electronic queue system, Beltamozhservice RUE may collect, store, and use information on the vehicles and individuals crossing the state border of the Republic of Belarus, such as:

surname, given name, patronymic (if any), phone number, e-mail address of the vehicle owner;

name of an entry point which is intended to be entered into using the electronic queue system, and the time of using this system;

the amount of payment for booking of the time of entry of the vehicle into an entry point in the electronic queue system.

4.26. Beltamozhservice RUE may not disclose data received as a result of ensuring the operation of the electronic queue system, except for cases provided for by the legislation of the Republic of Belarus.

4.27. By entering into the Contract, an individual gives its consent to collect, store, and process his/her personal data for the operation of the electronic queue system.

4.28. Beltamozhservice RUE shall not be liable for untimely entry of the specific vehicle into the entry point due to circumstances beyond its control.
